SMALLEST TOWN IN KENTUCKY PASSES EQUAL RIGHTS LAW In a small town in Kentucky, population 335, the Vicco City Commission and their guests pulled out their lawn chairs and made a decision not expected to be made in a southern town. The Commission voted to ban discrimination against anyone based on sexual orientation or gender identity making Vicco the smallest municipality in Kentucky, and possibly the country, to enact such an ordinance.
